Colorado Waters Down Its Filtering BillThe Colorado House approved 40–23 an Internet filtering bill April 27, but only after its sponsor allowed an amendment exempting libraries and schools that can’t afford the software. Rep. Tom Fritz (R-Loveland) agreed to the exemption, which he said “guts the bill,” only after the measure failed to pass after two rounds of voting. “It doesn’t gut the bill,” amendment sponsor Rep. Brad Young (R-Lamar) said in the April 27 Denver Post. “It says you have to go out and do your best to find a solution to the problem.” House Bill 1376 would require all public and school libraries in the state to install filtering software on all computers that access the Internet, though it allows for filters to be temporarily disabled for “bona fide research or other lawful purposes” by either adults or minors under supervision. The legislation is expected to meet opposition in the Democrat-controlled Senate. Posted May 7, 2001. |
